Pollution Prevention Grant Program

This program funds grants/cooperative agreements that implement pollution prevention technical assistance services and/or training for businesses and support projects that utilize pollution prevention techniques to reduce and/or eliminate pollution from air, water and/or land.

EPA plans to award approximately $7.94 million in P2 grants: $3.97 million in FY 2016 and $3.97 million in FY 2017. 

Quick facts for P2 Grants

  • Eligibility:  State governments, colleges and universities (recognized as instrumentalities of the state), federally-recognized tribes and intertribal consortia.
  • Match requirement:  50 percent match; for tribal governments that place P2 grant activities into a performance partnership grant (PPG) the match for the federally-recognized tribe gets reduced to 5 percent. 
  • Review of proposals: Along with other requirements that will be noted in the RFP, proposals must address one of the following regulatory criteria to merit further review. 
    • Make specific technical assistance available to businesses seeking information about source reduction opportunities, including funding for experts to provide on-site technical advice to businesses and to assist in the development of source reduction plans.
    • Target assistance to businesses for whom lack of information is an impediment to source reduction.
    • Provide training in source reduction techniques.
  • Range of awards:  Proposed range in FY 2016 is $40,000 - $360,000 for a two-year funding period.
  • Average number of grants issued annually:  40

Pollution Prevention Information Network Grant Program (PPIN)

The PPIN grant program funds cooperative agreements for a network of P2 centers that share expertise and resource nationally and assess the needs of multiple state technical assistance programs.  The centers develop and deliver P2 tools and training to meet the needs of technical assistance providers and businesses.  Centers measure the impact of their work.  EPA plans to award approximately $1.6 million in PPIN grants: $800,000 in FY 2016 and $800,000 in FY 2017.

  • Eligibility:  State governments, colleges and universities (recognized as state entities), federally-recognized tribes and intertribal consortia.
  • Match requirement:  50 percent match.
  • Review of proposals:  PPIN grant proposals must address one of the following regulatory criteria in order to merit further review.
    • Make specific technical assistance available to businesses seeking information about source reduction opportunities, including funding for experts to provide on-site technical advice to businesses and to assist in the development of source reduction plans;
    • Target assistance to businesses for whom lack of information is an impediment to source reduction; and
    • Provide training in source reduction techniques
      After this initial screening, further evaluation is performed by applying the PPIN grant program's threshold and evaluation criteria.
  • Range of awards:  Proposed range in FY 2016 is $110,000 - $220,000 for a two-year funding period. 
  • Average number of grants issued per year:  8

Source Reduction Assistance Grant Program (SRA)

SRA awards support pollution prevention through source reduction and resource conservation work.  As authorized under the statutory authorities for this grant program, proposals must carry out project activities using one or more of the following methods – surveys, studies, research, investigation, experimentation, education, training and/or demonstrations.

  • Eligibility:  The 50 states, the District of Columbia, the United States Virgin Islands, the Commonwealth of Puerto Rico, any territory or possession of the United States, local governments, city or township governments, independent school district governments, state controlled institutions of higher education, nonprofit organizations (other than institutions of higher education), private institutions of higher education, community-based grassroots organizations, and federally-recognized tribes and intertribal consortia.  
  • Match requirement: 5 percent match.
  • Range of awards:  Proposed range in FY 2016 is $20,000 - $260,000 for a two-year funding period.
  • Average number of grants issued annually:  20

Annual Reports of Grant Results

These P2 grant programs produce annual environmental and costs saving results in the following metrics:

  • reductions in hazardous releases and hazardous inputs (pounds);
  • reductions in greenhouse gas releases (metric tons of carbon dioxide equivalent: MTCO2e);
  • reduced water consumption (gallons) and
  • cost savings associated with reducing hazardous pounds, MTCO2e, and water consumption.
