External Resources for Laws and Regulations

This page lists further external, non-EPA resources you may find useful when learning about EPA's regulations. Many of these sites and resources cover laws and regulations more broadly than this website, looking at multiple agencies or across the federal government.

The resources are divided into the following categories:

Laws

  • Cornell University's Legal Information Institute: Exit
    Free searchable database of the United States Code, Supreme Court opinions, state laws, and world laws.
  • FDSys: A website from the Government Printing Office (GPO) that allows you to search all documents from the three branches of federal government, including Presidential documents, Federal Register (FR) documents, Congressional bills and hearings, and public and private laws.
  • Congress.gov: Legislative information, including access to current and past bills in the U.S. Congress, proceedings and debates in the U.S. Congress, roll call votes, and treaties.
  • United States Code (USC): The codification by subject matter of the general and permanent laws of the United States. It is divided by broad subjects into 50 titles and published by the Office of the Law Revision Counsel of the U.S. House of Representatives. This website allows access to the present version of the USC and has a cumulative index of past versions.
  • U.S. House of Representatives Committees: Browse legislation being prepared by these committees.
  • U.S. Senate Committees: Browse legislation being prepared by these committees.

  • USA.gov: Laws and Regulations:  Portal for federal websites dedicated to laws and regulations.

Regulations

  • Code of Federal Regulations (CFR): The Code of Federal Regulations (CFR) annual edition is the codification of the general and permanent rules published in the Federal Register by the departments and agencies of the Federal Government. It is divided into 50 titles that represent broad areas subject to Federal regulation. Title 40: Protection of Environment is the section of the CFR that deals with EPA's mission of protecting human health and the environment.
  • FDSys: A website from the GPO that allows you to search all documents from the three branches of federal government, including Presidential documents, FR documents, Congressional bills and hearings, and public and private laws.
  • Federal Register (FR) -
    • On FDSYS: Published by the Office of the Federal Register, National Archives and Records Administration (NARA), the FR is the official daily publication for rules, proposed rules, and notices of federal agencies and organizations, as well as executive orders and other presidential documents.
    • In a daily journal format:  Jointly administered by GPO and NARA.
  • FR Documents on Public Inspection: Provides a list of documents available for review before they are printed in the FR. In most instances, this list allows you to see what will be published in the FR the next federal business day. This site is maintained by NARA.
  • OMB Watch Regulatory Resource Center: Exit Provides information on how to find and comment on rules.
  • RegInfo.gov: Federal government website produced by the Office of Management and Budget (OMB) and the General Services Administration. It gives you access to:
  • Regulations.gov: Your source for all regulations (or rulemakings) issued by federal government agencies. The site includes regulations that are open for public comment (i.e., proposed) and closed for comment (i.e., final). It also includes other non-rulemaking documents, such as notices, supporting materials, public comments, and guidance and adjudications.
  • USA.gov: Laws and Regulations: Portal for federal websites dedicated to laws and regulations.
